Madhya Pradesh Creates a New Model of Collective Security for Dentists

Bhopal, August 27, 2026: In a significant move aimed at strengthening the social, financial and professional security of dentists, the Madhya Pradesh State Dental Council has introduced a collective protection initiative offering eligible dentists up to ₹3 lakh in accident and disability cover and up to ₹10 lakh in Professional Indemnity Cover.

The initiative brings together insurance protection and digital governance as part of a broader effort to create a more secure and accessible professional ecosystem for dentists across the state.

What makes the initiative particularly noteworthy is its collective approach. Instead of expecting individual dentists to independently purchase multiple insurance policies, the Council has created a group based mechanism through which professionals can come together to access wider protection.

The underlying idea is simple: collective participation can potentially make meaningful professional protection more accessible and affordable, particularly for young practitioners, independent dentists and professionals working in smaller cities and towns.

The initiative has been developed under the leadership of Dr Chandresh Shukla, President, Madhya Pradesh State Dental Council, whose approach has increasingly focused on expanding the role of the Council beyond conventional registration and regulation.

The introduction of life protection and Professional Indemnity Cover reflects an effort to address some of the practical risks faced by dentists in their professional and personal lives.

Under the Karmayogi Life Security Scheme, eligible dentists will receive accident and disability protection of up to ₹3 lakh. The objective is to provide financial support in the event of an unforeseen accident or disability and create an additional safety net for dentists and their families.

The second initiative, the Sushrut Security Scheme, provides Professional Indemnity Cover of up to ₹10 lakh.

With healthcare professionals facing increasingly complex professional and medico legal environments, Professional Indemnity has become an important component of professional risk management. The initiative is intended to provide dentists with greater financial protection while they discharge their professional responsibilities.

The collective nature of the initiative is an important part of Dr Chandresh Shukla’s approach. Rather than treating insurance as an entirely individual responsibility, the

Council has sought to explore how the combined strength of a professional community can be used to create broader protection.

For individual dentists, particularly those managing independent practices, the financial impact of an accident, disability or professional dispute can extend beyond the individual to their families, employees and practice. A collective security framework can therefore provide an additional layer of stability.

The first phase of the initiative began with the distribution of policies to 15 selected dentists during the programme.

One of the notable moments was the presentation of an insurance policy to Dr Rajesh Mishra, Member of Parliament and a dentist by profession. His participation highlighted the inclusive nature of the initiative and reinforced the message that professional protection is relevant to dentists across the profession, irrespective of their position or stature.

The message displayed prominently during the programme captured the central objective of the initiative:

“Now, the Safety of Dentists is Also a Priority.”

Alongside the insurance initiatives, the Madhya Pradesh State Dental Council also launched a new digital registration portal for dentists.

The portal is intended to make registration and Council related services more convenient, transparent and digitally accessible. The combination of professional security, indemnity protection and digital services represents an effort to modernise the way the Council engages with the dental profession.

The three initiatives together create a broader framework built around security, professional protection and digital governance.

The initiative was also appreciated by Madhya Pradesh Deputy Chief Minister and Health Minister Shri Rajendra Shukla, who recognised the concept and indicated that similar social security and Professional Indemnity mechanisms could potentially be replicated in other parts of the country.

The recognition has added to the possibility that the Madhya Pradesh model could eventually have relevance beyond the state.

For Dr Chandresh Shukla, the initiative represents a broader understanding of the responsibility of a professional institution.

A Dental Council traditionally performs functions related to registration, regulation, standards and professional discipline. However, the current initiative reflects an attempt to complement those responsibilities with measures focused on the welfare and security of dentists.

The approach is based on the belief that a strong healthcare system also depends on professionals who feel secure and supported in their own professional lives.

This is particularly relevant in dentistry, where practitioners may face a combination of clinical, financial, legal and operational risks. Creating mechanisms that help dentists manage these risks can contribute to greater professional confidence and stability.

The initiative therefore goes beyond the launch of two insurance schemes.

It also demonstrates how a regulatory institution can potentially take on a more supportive and service oriented role without compromising its core regulatory responsibilities.

If the model is successfully expanded, it could potentially provide thousands of dentists with access to structured professional protection and could encourage similar initiatives by professional bodies in other states.
